Nursery admission and settling procedure

We offer places for 2, 3 and 4-year-olds in our Foundation Stage 1 (Nursery).

The school is entirely responsible for the admission of children into Nursery. 

Please fill a nursery place request form in at the office and a member of staff will get in contact with you regarding a place for your child. 
 
Both 15 hour and 30 hour working parent entitlement funded places for 2, 3 and 4 year olds are available! 

15 Hour Provision 

This is either 

• Five-morning sessions (8:30 – 11:30am), 

• Five-afternoon sessions (12:15 – 3:15pm) 

 
30 Hour Provision for 3 and 4 year olds

Your child may be eligible to attend Monday to Friday from 8:30am to 3:15 pm if you are a single working parent or if both parents work.  Parents must apply for the funding yourself and provide us with the code once you have obtained it. All 3 and 4 year old children are entitled to 15 hours free childcare the term after they turn 3. 
 
If your child was born between: 
• 1 January – 31 March they can start nursery in April, following your child’s third birthday 
• 1 April – 31 August they can start nursery start in September, following your child’s third birthday 
• 1 September – 31 December they can start nursery start in January, following your child’s third birthday 

 
Some children are entitled to funding earlier. Your child can start the half term after they are 3 if… 
Your family is eligible for: 
• Income Support 
• Income-based Jobseeker’s Allowance (JSA) 
• Income-related Employment and Support Allowance (ESA) 
• Universal Credit, with annual earned income under £15,400 after tax (this is your take-home pay and does not include state benefits) 
• Working Tax Credit and/or Child Tax Credit, with an annual income under £16,190 before tax (gross earnings) 
• the guaranteed element of State Pension Credit 
• the Working Tax Credit 4-week run on, which is the payment you get when you stop qualifying for Working Tax Credit 
Or the child: 
• is looked after by a local council 
• has a current statement of special education needs (SEN) or an Education Health and Care Plan (EHCP) 
• is getting Disability Living Allowance 
• has left care under a special guardianship order, child arrangements order or adoption order 
If you are a non- UK citizen who cannot claim benefits 
If your immigration status says you have ‘no recourse to public funds’, you may still get funded childcare for your 2 year old. You must live in England, and your household income must be no more than: 
• £26,500 for families outside of London with one child 
• £34,500 for families within London with one child 
• £30,600 for families outside of London with two or more children 
• £38,600 for families within London with two or more children 
You cannot have more than £16,000 in savings or investments.

FEL (Free Early Learning) Agreement 

For all of the options above parents and carers are required to sign a FEL agreement prior to admission. Parents and carers are then provided with a copy of the agreement when their child starts. 

The FEL is an agreement between parents/ carers and Norfolk CPS for access/ provision of Free Early Learning (Nursery place). 

Period of notice 

Once a FEL agreement is signed a period of 4 weeks’ notice is required for any changes to hours or if a place is no longer required. Parents and carers will be responsible for informing any new provider that they are within a notice period at Phillimore. This may affect a child’s start date at a new provision. 

If it is thought that a child’s chosen hours are not suitable during the transition period, 4 weeks’ notice may not be required.
